Abstract

This article offers an extensive analysis of the personnel policy pursued in the

Surkhandarya region between 1920 and 1990 and its subsequent influence on the emergence of

local expertise, grounded in archival evidence. The study examines the rationale behind the

central government's strategy of deploying outside specialists, issues of staff turnover, and the

complexities of socio-cultural adaptation to the local environment
