PROBLEMS OF THE CONSTRUCTION OF HEALTH FACILITIES IN THE UZBEK SSR IN THE 1970S AND 1980S AND THE USE OF FUNDS FROM ALL-UNION COMMUNIST SATURDAYS

Abstract

This article examines the utilization of funds collected through the All-Union

Communist Subbotniks during 1976–1980 and the challenges encountered in the construction of

healthcare facilities. Using a comparative approach, the study reviews the five-year plans of

1966–1970 and 1971–1975, as well as the performance indicators of 1976–1980, with special

reference to the Samarkand region. The findings highlight discrepancies between planning and

actual implementation, revealing organizational and financial difficulties in developing social

infrastructure.
