Abstract

The Turkic Khaganate was one of the largest military-political entities in the Eurasian
steppes, and its stability and strength were largely determined by the perfection of its militaryadministrative
system. The military organization and governance structure of the nomadic society played
a key role in ensuring the political, social, and economic stability of the state. During the period of the
Khaganate's existence, the formation of the military-administrative system, its structure, and its role in
social and political life were closely intertwined with the state governance traditions of the Turkic peoples.
The system of succession, administrative division, and leadership roles played an important role in
maintaining order and stability. The existence of dual leadership and the division of the state into territorial
units allowed for effective governance of the multicultural and nomadic society.
