Improving educational quality in higher education institutions (HEIs) has
become a strategic priority in response to expanding access, increased accountability, rapid
digitalization, and shifting labor-market demands. While many reforms emphasize structural
governance and accreditation, sustainable quality improvement is largely determined by
pedagogical mechanisms operating within teaching–learning processes and institutional cultures.
This article develops an integrative, research-informed framework describing how HEIs can raise
educational quality through coherent mechanisms at course, program, and institutional levels.
Using an integrative review design, the study synthesizes established theories of learning and
curriculum (constructive alignment, outcomes-based education, assessment for learning),
evidence on active and student-centered pedagogy, and contemporary approaches to quality
assurance and learning analytics
